The Standard for Measuring What Works
Mission Measurement is the organization behind the Impact Genome, the social sector's first standardized outcomes taxonomy. Founded in 2005 by Jason Saul, the firm turned decades of program evaluation data into a common language for measuring what actually works, giving corporations, foundations, governments, and nonprofits a shared, verifiable way to report, compare, and predict social outcomes. For over two decades, Mission Measurement has helped funders and nonprofits implement a standardized, evidence-based outcomes framework, so every grant, program, and investment in social change can be measured, verified, and compared on the same terms.
A Common Language for Social Impact
Before Mission Measurement, government agencies and the social sector had no shared way to define or compare success across grantees. Every program reported outcomes in different terms, making it nearly impossible to know what actually worked. Our founder's original research uncovered that 77,000 supposedly distinct outcomes collapsed into just 132 common ones once the language was standardized. That finding became the Impact Genome, the taxonomy now used to code, compare, and verify outcomes across more than 2.2 million social programs.

The Premier Implementer of the Impact Genome Registry in Government
Federal, state, and local agencies work with Mission Measurement to define what success looks like in education, housing, public health, workforce development, and beyond, then track it consistently across every grant they fund. We help agencies implement the Impact Genome Registry, uncover what works, and direct public dollars toward the investments with the greatest impact.
Built to Maximize Every Public Dollar
Governments spend billions on social programs without knowing which ones deliver results. Mission Measurement gives public-sector decision-makers the same rigor for measuring social outcomes that credit scores brought to lending, backed by a registry of over 2.2 million verified programs and Cost Per Outcome benchmarks. Our team continues to focus on one question: what works, and how do we prove it.
